Recap of the Fourth Annual Procurement Conference
The City of Portsmouth recently hosted it’s Fourth Annual Veteran’s Procurement Conference at the Renaissance Portsmouth Hotel. The event, which was co-sponsored with the Small Business Administration, was an overwhelming success. There were more than 140 participants that classified as a Small, Woman, Minority or as a Service Disabled Veteran Owned business. Congressman Bobby Scott addressed the attendees and shared initiatives that the federal government is implementing to help small businesses.
Representatives from the Army Corps of Engineers and Department of Minority Business Enterprise addressed the audience and shared information on contracting opportunities with Federal and State government agencies. Conference participants also attended workshops on SWaM, 8a, and Federal certification programs. Representatives from the SBA, Navy Federal Credit Union and the Center for Community Development presented on lending programs.

Old Shopping Center Gets a New Tenant
The Churchland Shopping Center has a new tenant; the Sentara PACE (Program of All Inclusive Care for the Elderly) program. Sentara used a local Portsmouth business, Innovative Architects and Interiors, to design and build out the existing 10,908 square foot space. The PACE program provides morning and evening transportation, meals, adult daycare, on-site physician services, therapy, recreational services, home care, medications and supplies. This new center is a vital component to the shopping center because of the increase in foot traffic and activity that this new program will bring. Existing retailers will not only benefit from the patronage of program participants but from their family as well.

Mallory Copeland Kahler has over 20 years of experience in the field of Economic Development. Since 1996 Kahler has served as a business development manager for Portsmouth. She has broad based experience and responsibilities in many aspects of development, serves as the Enterprise Zone Administrator, and is overseeing the current Renaissance the City is experiencing in retail development. Successful projects in which she has been instrumental include the recruitment of retail giant Wal-Mart and participation in the redevelopment of the former Tower Mall site into a strip center anchored by Lowe’s. Kahler is a member of the International Council of Shopping Centers and has served on regional panels discussing why cities recruit retail. She has completed ICSC’s University of Shopping Centers School of Municipal Economic Development and is a graduate from Mary Baldwin College
in Staunton, Virginia.
