Quality Community Supports

Sebrina Porter started Quality Community Supports (QCS) as a community-based agency which provides services to persons with disabilities, or those of diminished, physical or mental capacity.  In May 2010, Ms. Porter opened a location at 610 Green Street in a building large enough to accommodate all of the various divisions of her company. QCS provides intensive in-home services for at risk youth, supported living, personal care, companion aide, and respite care for persons with intellectual or developmental disabilities; and home health services for the elderly.  Ms. Porter, selected Olde Towne Portsmouth to open her office location because she saw that "the City was up and coming ." Her current office location not only offered her the space she needed, but was also very affordable and convenient to the other localities. Meet our Partners: Portsmouth Partnership

The City of Portsmouth has several organizations that partner with us to get the job done. Business growth and expansion is increasing in Portsmouth and it is because we are worth the investment. The Portsmouth Partnership is a group of volunteer business, professional and civic leaders who are committed to Portsmouth’s economic development. The Partnership’s mission is to promote economic growth, leadership and education within Portsmouth. The Partnership has several 501(c)(3) affiliates that assist them with accomplishing their mission. The Partnership Foundation was created to support worthwhile projects within the City such as Starbase Victory, an innovative science and math program for all Portsmouth public middle school students. The Vann H. Lefcoe Leadership Development Foundation , is a 3 month leadership program named after one of the City’s former leaders. The program exists to identify, educate and encourage future leaders within the Portsmouth community. The Greater Portsmouth Development Corporation (GPDC) is a 501 (c)(3) organization that uses its financial leverage and the necessary tax advantages to acquire and control under-utilized but strategic properties throughout the City. Finally, the Partnership Development Foundation, also a 501 (c)(3) was formed to revitalize under-performing properties as it generates revenue to support the Portsmouth Partnership’s mission and affiliates. The Foundation’s first purchase was the 60,000 square foot Oxford Building adjacent to the Virginia Sports Hall of Fame , which was sold to a developer and converted to a mixed-use retail and residential development.  With our strategic partnerships, the City of Portsmouth will continue to produce great leadership and development opportunities!
