System Products and Solutions (SPS) is a 8(a) woman owned defense contracting company specializing in integrated logistics support. The company is currently doing business with an extensive array of clients including the Department of the Army, the Department of the Navy, Booz Allen Hamilton, Northrop Grumman and Lockheed Martin.
Although their corporate headquarters is based in Huntsville, Alabama SPS has been able to grow their business to include four locations in the United States, including Portsmouth and four international locations. SPS has been at their Portsmouth location for about one year and chose the location because of its central location on the eastern seaboard. The company is located in the MAST One
building which is an ideal location due to its close proximity to the Joint Forces Command and other business development contracting opportunities with the Department of Defense. SPS looks forward to expanding their business in Portsmouth.

Meet our Staff: Fire Chief Don Horton
Fire Chief Don Horton began his service with Portsmouth Fire, Rescue and Emergency Services in March 2009. Chief Horton began his fire service career in March 1980 with the Department of Fire and Emergency Services in Richmond, Virginia. Chief Horton’s staff positions have included: Support Services Division Commander, Deputy and Acting Fire Marshal and Deputy Chief . While serving in Richmond, he developed the first mentorship program for public school students, mentored the Fire Explorer
members and coordinated "Project Safe Place", utilizing Richmond’s fire stations as a safe place troubled youth could go and receive help. During his tenure in Richmond, Chief Horton completed an
Associate Degree in Fire Science (2004) and a Bachelor Degree in Business Management (2007). Following his 2007 retirement from Richmond he accepted the position of Fire Chief in Pine Bluff, Arkansas, where he served for two years.
